They can exist throughout their domain simultaneously: e.g., Flokin is all the heat, flame, and light on the World Tree (among other things). </p> <p>Vae can create a small world if she wants (or, strictly, twist it off from an existing one). She probably couldn't make a sentient species. She has no domain. </p> <p>Oh, and there's about an order of magnitude of complexity -- gods routinely do things that are in the many hundreds or few thousands complexity range.
